The decision was made on a Tuesday, although nobody could later agree on whether this had been intentional. By Wednesday, the consequences had become apparent, but not in the places anyone had anticipated. A few things that had previously required approval no longer did, while others, which had never been discussed, suddenly seemed to depend on it. 

The person responsible was asked to clarify the situation. He read the original decision twice, then asked whether anything had happened in the meantime.
